President Trump says “Drain the Swamp” with Term Limits for Congress Do you agree . . . or disagree?

Now that we have a new President in Donald Trump, we finally have a realistic chance to enact term limits for congress. 

President Trump made limiting terms for Congress the centerpiece of his repeated calls to drain the "swamp" in Washington, DC. 

It's our view here at The Conservative Caucus, and it's President Trump'sview, that limiting terms for Congress is the only long-term answer to ending the rampant corruption and "pay-to-play" politics embedded in our political system. 

I know that you probably agree with me and with President Trump on this. 

I am also guessing you share my belief that  it's time to dismantle the corrupt permanent ruling class that has emerged in Washington, DC by limiting how long people can serve in Congress. 

The 22nd Amendment to the Constitution limits the President to a maximum of two-terms. We now need a 28th Amendment to the Constitution that would: 

1) Require a House member to leave after serving a maximum of three terms; 

2) Require a Senator to leave after serving a maximum of two terms; and 

3) Prohibit by law Members of the House and Senate from working as paid lobbyists until seven years after they leave Congress. 

Serving in Congress should be seen as true patriotic service to the country, not a way to get rich. 

If you agree that term limits for Congress are urgently and immediately needed, I ask that you please take these three ACTION STEPS right now: 

ACTION STEP #1: Please add your name to the Petition to your U.S. Representative in Congress and your two U.S. Senators. This petition demands that your U.S. Representative and two U.S. Senators co-sponsor and actively support this 28th Amendment to the Constitution, to Limit Terms for Congress. 

We will deliver this Petition on your behalf to your U.S Representative and two U.S. Senators. 

If limiting terms for the President is a good idea, limiting terms for Congress is also a good idea to prevent the emergence of a corrupt oligarchy – which is exactly what's happened to America. 

We at The Conservative Caucus (TCC) aim to collect and deliver 10,000,000 of these signed petitions to Congress as quickly as possible. 

TCC aims to make this a "litmus test" issue for the 2018 Congressional Elections. ACTION STEP #2: Please complete the NATIONAL OPINION SURVEY of 10,000,000 U.S. Taxpayers on whether you support limiting terms for Congress. 

We will deliver a report on the results of this survey to Members of Congress, President Donald J. Trump, and news organizations. 

This will be one of the largest survey and petition drives on limiting terms for Congress ever conducted. So this enormous survey and petition drive should receive wide media coverage.

Founded in 1974, TCC has attracted hundreds of thousand of members and supporters and is America's largest and oldest grassroots citizen action lobby fighting to restore limited, Constitutional government in America. 

Most Americans can see that our federal government in Washington, DC, is broken. 

According to public opinion polls, Congress has a public approval rating of just 13 percent. Yet more than 90 percent of incumbents win re-election. 

The reason it's become almost impossible to defeat a sitting Member of Congress is because Congress has rigged the rules to virtually ensure their re-election. 

For example, Members of Congress are allowed to send out millions of letters to their constituents at taxpayers' expense. 

Congress labels these letters as "constituent service" communications. But, in fact, this amounts to millions of dollars of taxpayer-funded advertising . 

In addition, special interests (corporations, labor unions, etc.) contribute millions of dollars to the campaign war chests of Members of Congress in the hope of getting special "carve outs" of the federal pie, including government contracts, direct federal subsidies, or special exemptions for their business or industry written into the laws and regulations. 

No wonder it costs $3-5 MILLION dollars for a challenger to mount a competitive campaign for a House seat today . . . compared to $40,000 in the 1970's. 

And no wonder it costs $10-30 MILLION to mount a competitive campaign for Senate . . . compared to $600,000 in the 1970's. 

Compare today's Congress with how Congress operated for the first 100 years of the republic. 

From 1789 to 1815, Members of Congress received a daily honoraria payment of $6 while in session. They were paid $8 per day while in session from 1818 to 1855. 

Congress was typically in session legislating a few months each year. America's Founders envisioned that being a Member of Congress would be a part-time job. 

For more than one hundred years, being in Congress meant holding down another job. Back then, farmers might leave their fields and go to legislate in our nation's capital. 

Politics was not considered full-time work or a career. It was considered to be more like jury duty – true public service. 

As recently as 85 years ago, Washington, DC was a relatively small and sleepy town. Today, the Washington, DC area is one of the richest metropolitan areas in America. Of the top 10 richest counties in America, six now surround Washington, DC. So while the rest of America struggles under a slow economy, the Washington, DC metro area economy is booming. 

What's happening is  America's wealth is being drained out of the rest of the economy and sucked into Washington, DC. 

For starters, the standard salary for a Member of Congress is $174,000 a year. Members of Congress also receive a pension for up to 80 percent of their salary depending on how long they've served. 

They become eligible for a pension after just five years in office. They can also earn outside income of up to 15 percent of their salary. And they receive $11,378 in annual subsidies from the taxpayers to help pay for health insurance. 

The total annual pay and benefit package for a rank-and-file Member of Congress is estimated to be worth at least $200,000. This puts every Member of Congress in the top 3 percent of Americans for income. 

Few would argue that this lavish pay for Congress has attracted leaders for America on the level of a George Washington, James Madison, Thomas Jefferson, or Ben Franklin
 

Our Battle Plan Summarized:

We have put in place a two-part strategy and Battle Plan to generate overwhelming, relentless voter pressure on Congress to pass a Constitutional Amendment to limit Congressional terms. 

FIRST: Our objective is to show Members of the House and Senate that they stand a real chance of losing re-election in 2018 by opposing Term Limits. 

We do this by gathering 10,000,000 signed petitions and another 10,000,000 surveys from regular hardworking taxpayers. 

We will also make sure Republican House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell know about these  petitions and surveys.

Any Member of the House and Senate who refuses to sign on as a co-sponsor of this 28th Amendment to the Constitution limiting Congressional Terms, we must assume opposes this Amendment. 

We will then alert their constituents (their voters) as to where they stand on this issue – on the side of perpetuating their own power instead of on the side of voters and what's good for America. 

The sad truth is, both Republican House Speaker Paul Ryan and Republican Senate Majority Leader Mitch McConnell are lukewarm on term limits. 

Sitting Republican members of Congress are almost as bad on term limits as sitting Democrat members of Congress – because all members of Congress love the huge salaries, gold-plated benefits, perks, and power of being a member of the House or Senate. 

So we must generate as much voter heat on Republicans in Congress as on Democrats. The leadership in Congress of both parties are corrupt and love their positions in Congress that allow them to build so much power and personal wealth. 

SECOND: We must generate a nationwide firestorm of voter demand for term limits. 

We do this by using radio, TV, and creating viral internet messages (including videos) that reach tens of millions of Americans on the  urgent need to end this corrupt Congressional oligarchy by pressuring Congress to immediately pass the 28th Amendment to the Constitution. 

And now, with President Trump on our side in this, we have a once-in-a-lifetime opportunity right now to generate the kind of tidal wave of voter pressure on Congress to quickly enact this Constitutional Amendment to limit congressional terms. 
 

Why Your Immediate Donation is So Urgently Needed

As you might imagine, all this is costly. 

Our only source of funds to pay for this campaign are  voluntary donationsfrom wonderful American patriots, like you, who are heart sick over how quickly Barack Obama and the Left have been destroying this magnificent nation. 

Frankly, I'm counting on every Patriot who reads this email to answer with a donation in some amount – whatever is the right amount for you, so we can take advantage of this once-in-a-lifetime opportunity we have right now, with President Trump leading the way, to make term limits for Congress a permanent part of the U.S. Constitution.
